About Richard Culbertson

Richard A. Culbertson is Board Certified in Social Security Disability Advocacy by the National Board of Legal Specialty Certification which is accredited by the American Bar Association. Richard A. Culbertson graduated from Western State University College of Law in 1975 and was admitted to the California Bar that same year. He spent more than twenty years serving the Legal needs of the low income residents of Southern California and Central Florida working for various legal aid and legal service offices. Mr. Culbertson has owned and run his own Law office since 1996. Since 1975, Mr. Culbertson has handled thousands of Social Security and Supplemental Security Income cases from pre application through the Federal Courts. He has also spoken at many seminars sponsored by community organizations county and State Bar Associations, and the National Organization of Social Security Claimants Representatives.

Sarah Jacobs

About Sarah Jacobs

Originally from New Jersey, Sarah Patience Jacobs graduated from Monmouth University in 2006 with a Bachelor of Arts degree in Political Science.  In 2011, she earned her Juris Doctor degree from Barry University Dwayne O. Andreas School of Law. In law school, Ms. Jacobs was an editor for the Barry Law Review.   Ms. Jacobs began working for Culbertson, Jacobs & LaBoda, PLLC directly out of law school. Since that time, she has successfully represented hundreds of claimants in their Social Security appeals to federal court.  Ms. Jacobs has also successfully briefed cases before the Eleventh Circuit Court of Appeals.  Ms. Jacobs was co-counsel in the case of Culbertson v. Berryhill which resulted in a 9 – 0 favorable decision in the United States Supreme Court on January 8, 2019. In December 2016, Ms. Jacobs became a Board Certified Advocate in Social Security Disability by the National Board of Trial Advocacy.  There are only currently ten board certified Social Security Disability attorneys in Florida. She currently serves as the Chairperson of the Social Security Committee of the Orange County Bar Association. Ms. Jacobs limits her practice to exclusively representing claimants seeking Social Security Disability benefits throughout all stages of the disability process.  In her spare time, Ms. Jacobs enjoys spending time with her loving husband and five amazing children.

Barry C. LaBoda

About Barry C. LaBoda

Barry C. LaBoda joined Culbertson Law Group after retiring as a federal administrative law judge. He presided over disability cases while serving for thirteen years with the Social Security Administration. He also served for two years with the Office of Medicare Hearings and Appeals. He previously practiced law in Orlando for twenty-five years, representing disabled people in social security disability cases. He has testified as an expert witness on social security matters in circuit court and workers’ compensation court. He was the first chairperson of the Social Security Committee of the Orange County Bar Association. Mr. LaBoda is a graduate of Columbia College and Boston University School of Law. He was admitted to the Florida Bar in 1979. He currently serves on the Federal Bar Association, Social Security Law Section National Board.

James Roughton

About James Roughton

James W. Roughton has practiced in the area of Social Security Law for more than twenty-five years. He is a native Floridian. In 1981, he graduated from Mississippi College with a Bachelor of Arts degree. In 1984, he received a Master of Divinity degree from Southern Seminary. He also engaged in graduate studies in American history, culture and religious studies at the University of Florida and the University of Virginia. In 1994, James Roughton earned a Juris Doctor degree from the University of Florida and became a member of the Florida Bar. Since 1995, he has represented thousands of claimants in their claims for Social Security Disability Insurance Benefits and Supplemental Security Income in hearings with Administrative Law Judges, especially in North Florida, Central Florida and South Georgia. He has handled claims from the initial filing stage through the Appeals Council. Apart from representing claimants, he takes pleasure in spending time with his grandchildren.

Marianne Hoke

About Marianne Hoke

Marianne Hoke had her first opportunity to advocate for individuals with disabilities while serving as a legal intern and student director at the Notre Dame Legal Aid Clinic. She earned her Juris Doctor degree from Notre Dame Law School in 1992 and was admitted to the Florida Bar the same year. With three decades of legal experience, Ms. Hoke has practiced in both private firms and in public interest law. From 2011 until 2024, she owned and managed a Social Security Disability law firm, representing hundreds of adult and child Social Security Disability and Supplemental Security Income claimants at the initial, reconsideration, hearing, and Appeals Council levels. In 2024, Ms. Hoke joined Culbertson, Jacobs & LaBoda, PLLC, to continue her passion of advocating for clients who are navigating the complex disability process.  Outside of her professional work, Ms. Hoke enjoys art, travel, and spending time with her fun-loving and supportive family.

Cassandra Vodicka

About Cassandra Vodicka

Since joining Culbertson, Jacobs & LaBoda in 2016, Cassandra Vodicka has cultivated a deep understanding of Social Security disability law and a passion for serving those navigating the complexities of the benefits process. As a former legal assistant and case manager, she specializes in guiding clients from the initial application stages through the administrative hearing level, ensuring every case receives the personalized attention it deserves. In the summer of 2024, Ms. Vodicka proudly earned the designation of Eligible for Direct Payment Non-Attorney (EDPNA), a certification granted by the Social Security Administration (SSA) after successfully passing a rigorous examination. This exam required extensive knowledge of Social Security Disability Insurance (SSDI), Supplemental Security Income (SSI), and other Social Security disability claims, along with the associated rules, regulations, and procedural requirements. As an EDPNA, Ms. Vodicka is authorized to represent clients at their hearings and present their cases to administrative law judges, ensuring their voices are heard and their rights are upheld. This milestone reflects her commitment to advocating for the rights of our clients with dedication, empathy, and professionalism. Outside of work, Ms. Vodicka cherishes time with her two children, and she enjoys visiting family in her home state of Ohio. These moments recharge her spirit and inspire her ongoing mission to empower and uplift the individuals and families she is privileged to assist.
